Most homeowners don’t know this until a notice arrives in the mail — usually with a deadline that feels tighter than it should.

This guide covers what backflow prevention actually does, why Colorado water providers require testing, who has to comply, what the test involves, and what happens if you don’t. It’s written for homeowners, not plumbers — no jargon, no upsell.

What Backflow Prevention Actually Does

The drinking water in your house flows in one direction: from the municipal main into your faucets, showers, and appliances. That flow depends on positive pressure in the system pushing the water forward.

When that pressure drops — a water main break down the street, a nearby fire hydrant opening at full flow, a pump failing at the treatment plant — the flow can briefly reverse. Water can be pulled backward out of your home and into the public system. That’s backflow.

If nothing hazardous is connected to your plumbing, backflow is a curiosity. If your irrigation system, boiler, fire suppression line, or pool fill line is connected, backflow becomes a public health problem. Water sitting in an irrigation line has been in contact with soil, fertilizer, pesticides, and animal waste. Water in a boiler contains chemical treatments. Neither belongs in your neighbor’s drinking glass.

A backflow prevention assembly is a mechanical device installed at the point where those secondary systems connect to your drinking water line. It uses check valves, relief valves, and air gaps to physically stop reverse flow. When it works, nothing bad happens. When it fails silently — which is what these devices do when they fail — nothing good happens either, until pressure drops and contamination moves.

That’s why testing is annual. The device has no way to tell you it’s not working anymore.

Why Colorado Requires Testing

Colorado’s drinking water regulations are administered by the Colorado Department of Public Health and Environment (CDPHE), but cross-connection control programs are run by individual water providers. Each public water system is required to identify hazards, install appropriate assemblies, and verify those assemblies are working through periodic testing.

For residential customers, the most common trigger is an in-ground irrigation system. Other triggers include private wells connected to the same plumbing, fire sprinkler systems, boilers with chemical treatment, and swimming pools with automatic fill lines. If any of these are present on your property, your water provider almost certainly requires a backflow assembly and annual certification.

The specific rules vary by district. Some water providers test to the American Water Works Association (AWWA) standards. Others follow ASSE International guidelines. What’s consistent across the Denver Metro is the annual frequency for residential assemblies and the requirement that testing be performed by a certified tester whose credentials are on file with the district.

Who Actually Has to Comply

If you live in a single-family home in the Denver Metro and none of the following apply, you probably don’t need annual testing:

  • You have no in-ground irrigation system
  • You have no private well
  • You have no fire suppression system inside the home
  • You have no pool with an automatic fill line
  • You have no boiler with chemical treatment

Most Denver-area homeowners without irrigation fall into this category and never need to think about backflow at all.

If any of the above apply, you likely have an assembly already installed — often at the point where your irrigation line splits off from the main. You may also have received a letter from your water district assigning your assembly a serial number and setting your annual test window. If you haven’t received one and you have irrigation, it’s worth calling your district to confirm your status. Being off their list is not the same as being exempt.

Commercial properties, multifamily buildings, and any property with elevated hazard connections (medical, industrial, agricultural) have stricter requirements and often shorter testing intervals.

What the Test Actually Involves

A residential backflow test is a straightforward mechanical inspection. A certified tester arrives with a calibrated test kit — a set of pressure gauges and hoses that connect to small test ports built into the assembly. The tester runs a specific sequence of pressure checks that verify each internal valve is holding, releasing, and sealing as designed.

Most residential tests take between 20 and 40 minutes, depending on the assembly type. The three most common in the Denver Metro are:

Reduced Pressure Zone (RPZ) assembly. The most protective and the most common on residential irrigation. Two independent check valves with a relief valve between them. If either check valve fails, the relief valve dumps water to the outside rather than allowing backflow.

Double Check Valve Assembly (DCVA). Two check valves in series, used for lower-hazard applications. Less protective than an RPZ, but adequate where the connected system is low-risk.

Pressure Vacuum Breaker (PVB). Common on irrigation systems, installed above ground and above the highest sprinkler head. Uses a check valve and an air inlet valve to prevent siphoning.

The tester documents each pressure reading, notes whether the assembly passed or failed, and submits the report to your water district. You should receive a copy for your own records — always keep it, especially if you ever sell the house.

If your assembly fails, it usually means one of the internal seals or valves has degraded. Most failures are repairable without replacing the entire assembly. Occasionally the whole unit needs to come out, particularly if it’s more than 15 years old or has been damaged by freezing.

What It Costs

Residential backflow testing across the Denver Metro typically runs between $75 and $150 for the test itself. If repair is needed, parts and labor are separate — a rebuild kit for a common RPZ assembly runs $100 to $300 depending on the model, and replacement of the entire assembly can run $500 to $1,200 installed.

Beware of two extremes. Testing quoted under $60 sometimes reflects a tester who is not fully certified for your assembly type, or who won’t file the report with your district. Testing quoted over $200 for a straightforward residential test is above market. Get a second quote.

What Happens If You Skip It

Most Denver Metro water providers send an initial notice when your test is due, followed by one or two reminder notices if you don’t respond. If the test is still not completed within the district’s stated compliance window, providers generally have authority to take one or more of the following actions:

  • Assess non-compliance fees, often on a monthly basis until testing is completed
  • Send the property to formal enforcement, which becomes part of the property record
  • In extreme cases, shut off water service until compliance is restored

Service shutoff is rare and usually requires prolonged non-compliance. The more common consequence is fees that accumulate quietly and appear on your water bill.

There’s also a consequence most homeowners don’t consider: if a backflow event occurs at your property and contaminates the public system while your assembly is out of certification, you can face civil liability. Municipal water systems have pursued these claims. It’s uncommon but not theoretical.

How to Stay Compliant Without Thinking About It

Three practical habits handle almost every residential situation:

Test in spring when you turn irrigation on. Water districts generally accept any test performed within the calendar year. Combining the test with your annual irrigation startup means you catch problems before you’re paying for water leaking through a failed assembly all summer.

Keep the last three years of reports. Digital copy in a folder, physical copy in the same drawer as your utility bills. Water districts occasionally lose records, and having your own copy resolves disputes in minutes rather than weeks.

Use the same certified tester each year when possible. They already have your assembly on file, they know its history, and they can flag degradation trends that a first-time tester wouldn’t notice.

When You Get the Notice

  1. Read the deadline. Most districts give 30 to 60 days from the notice date. Some give less.
  2. Call a certified tester registered with your specific water district. Not every plumber is. Ask before booking.
